Congratulations to the Final Four RCHS Quiz Bowl Team! Excerpts of report from Coach David Naser: “The Panthers Scholastic Bowl Team tied last year’s record by taking 4th place at the VHSL State Championships last Saturday in Williamsburg. It was a very exciting day for the team, considering that only 8 teams advanced to States. The sweetest part of the day was defeating (defending State champ) George Mason by 50 points, and eliminating them from the tournament. We have already qualified to compete in a National Tournament to be held May 31 and Jun. 1 at George Mason University.” Note: The Panthers defeated Honaker in addition to George Mason, but lost narrowly to West Point, the eventual runner-up. Radford is the 2008 State Champ.
State Presents Report on Rappahannock’s Efficiency Review: On February 26 Mr. John Ringer of the Virginia Department of Planning and Budget and Dr. Simmie Raiford of MGT of America presented the “Efficiency Review” report based on a week-long review team visit to the RCPS in early November. Nearly 50 residents heard the presentation. There were a number of commendations and recommendations in the report. Copies of the report have been placed in each of the school libraries, the School Board office, and at the Rappahannock County Library. Also, an electronic version of the report is online at
The State pays for 75% of the nearly $100,000 cost of the review. The RCPS must pay for 25% of the cost by June 2009. The RCPS has asked the Headwaters Foundation to help pay for the review. Also, the RCPS must implement at least 50% of the recommendations by June 30, 2009 to avoid paying an additional 25% of the cost.
Rapp’s Bills in the General Assembly: Both bills “crossed over” to the opposite chamber (Senate bill went to the House; House bill went to the Senate) and passed in committees Feb. 26. On Feb. 28, HB936 passed in the full Senate by a vote of 26-13. SB559 passed by a floor vote of 77-22 in the House of Delegates on March 3. After the bills go back to the Senate and the House of Delegates for approval of amendments made in the opposite chamber, the bills will go to the Governor’s desk for approval.
According to Supt. Bob Chappell: “I realize that many citizens are disappointed in the reduction in potential new State funds from over $1.5 million to $250,000 with the earliest possible date to receive the funds being July 2010. If we get an additional quarter of a million from the State in 2010-2011, that’s a quarter of a million we didn’t get before that could help alleviate some of the tax burden on Rappahannock’s citizens.” At the March 3 meeting of the Rappahannock County Board of Supervisors, County Administrator John McCarthy gave a lion’s share of the credit for the passage of the bills to Senator Mark Obenshain and Delegate Todd Gilbert: “Our two representatives worked hard to convince their colleagues that our bills should be passed. Had it not been for Todd and Mark we would not have been successful.” McCarthy also indicated that we could go back to the General Assembly in the future to request the funding be increased.
Rappahannock County High School Earns State ‘VIP’ Award:The State has designed an awards system for schools. RCHS will be given the “Competence to Excellence” award at the March School Board meeting. The school was one of about 40% of Virginia’s 2,000 schools that received a State Virginia Index of Performance “VIP” award. Criteria to receive this award: Must be “fully accredited,” make Adequate Yearly Progress two straight years, and earn a VIP Score between 75-80.
